Quancheng Square lies east of Baotu Spring Park in Lixia District and serves as central Jinan's main public square. Construction began in July 1998 and finished in September 1999, covering roughly 220,000 square meters across a stretch 790 meters long and 280 meters wide.

At its center stands a tall sculpture symbolizing a "spring," rising about 38 meters, alongside a musical fountain, seasonal gardens, and open areas used for cultural events. The square sits visually close to Jinan's key landmarks, near Baotu Spring, Daming Lake, and the old city moat.

Every day the square draws large numbers of local residents for strolling or morning exercise, and in the evening it becomes a popular gathering spot when the musical fountain lights up.
