When France razed the lower Casbah this row survived: the sea-captains' Ottoman palaces with feet literally in the waves — Bastion 23, exquisitely restored: courtyards, zellij, windows on the blue, an arts center keeping it alive. Upper-floor sea windows frame pure Ottoman shots; rotating exhibitions inhabit it; extend along the French arcades of the seafront.
